On July 5, 2017, the CPSC Published a Notice of Opportunity for Oral Presentations Regarding the NPR relating to the Proposed Safety Standard Addressing Blade Contact Injuries on Table Saws, (16 CFR 1245)

DATES: The meeting will begin at 10 a.m., August 9, 2017, in the Hearing Room, 4th Floor of the Bethesda Towers Building, 4330 East West Highway, Bethesda, MD 20814. Requests to make oral presentations and the written text of any oral presentations must be received by the Office of the Secretary not later than 5 p.m. Eastern Standard Time (EST) on August 2, 2017

On June 13, 2017, the CPSC Published a Notice of a Recall Effectiveness Workshop to Take Place on July 25, 2017

DATES: The Workshop will take place at the CPSC Headquarters in Bethesda, MD from 10:00am-3:00pm on July 25th. Those planning on attending should register by July 3, 2017.  Anyone wishing to suggest additional topics for discussion at the workshop should notify the CPSC by June 23, 2017.

Proposed Topics:

The workshop will have a group discussion of

  • what makes an effective recall,
  • how to measure success, and
  • common obstacles to success.

The plan is to then break into smaller groups for discussion of topics such as:

  • Communicating the hazard
    • challenges
    • possibility of different approaches for different demographics
    • evaluation of various communication channels
    • Statutory/regulatory framework and enhanced authorities

    • ways to improve consumers’ motivation to participate in recalls

On May 12, 2017, the CPSC Published a Notice of Proposed Rulemaking Relating to Blade Contact Injuries on Table Saws (16 CFR 1245)

DATE: Submit comments by July 26, 2017.

EXERPTS:

 1245.3(b) Test. All table saws, when powered on, shall limit the depth of cut to 3.5 mm when a test probe contacts the spinning saw blade at a radial approach rate of 1.0 meter per second (m/s).

(c) Test Probe. The test probe shall act as the surrogate for a human body/finger and allow for the accurate measurement of the depth of cut to assess compliance with paragraph (b) of this section.

On April 14 the CPSC Extended the Comment Period for Its NPR on Fireworks Devices (16 CFR 1507)

DATE:  Comments must be filed on or before July 17, 2017.

The NPR was published in the Federal Register  on February 2, 2017

On April 7, 2017, The Consumer Product Safety Commission published a Notice of Proposed Rulemaking related to Infant Inclined Sleep Products (16 CFR 1236)

DATES: Submit comments by June 21, 2017

Section 104(f)(1) of the CPSIA defines the term “durable infant or toddler product” and lists examples of several categories of durable infant or toddler products, including bassinets and cradles.  The Commission proposes to amend the definition of “durable infant or toddler product” in the consumer registration rule to explicitly include “infant inclined sleep products”.

The inclined sleep products safety standard is an outgrowth of the bassinet/cradle safety standard, addressing products with an incline greater than 10 degrees from horizontal. ASTM simultaneously began work on developing a voluntary standard for inclined sleep products. ASTM published the resulting infant inclined sleep products standard in May 2015, and most recently revised the standard in January of 2017.

This proposed rule would establish a standard for inclined sleep products as a type of durable infant or toddler product under section 104 of the CPSIA  Based on a briefing package prepared by CPSC staff, the NPR would incorporate by reference the most recent voluntary standard developed by ASTM International, ASTM F3118–17, Standard Consumer Safety Specification for Inclined Sleep Products.  If finalized, the ASTM standard, as modified, would be a mandatory safety rule under the Consumer Product Safety Act (CPSA).
